This mobile application is developed by the Legislative Council Secretariat. It provides a convenient way to access information on the Legislative Council in traditional Chinese, simplified Chinese and English using mobile devices.
In addition to making it easier for you to check the latest information of the Legislative Council, this app provides a number of personalized functions with a view to improving the efficiency of the Legislative Council in disseminating information to the public about its work.
Features include:
  • "Bookmark list" for personalization
  • Sharing of different information (e.g. publications, photos and press releases)
  • "Picture-in-picture" of Webcast
  • Live information about Council meetings and other latest information
  • Push notification for meetings, latest information and publications
  • Thumbnails, badges for unread messages
This application is made available for use free of charge, but users should be mindful that their mobile network service provider may charge them a fee for use of its data network. Users outside the Hong Kong Special Administrative Region using roaming services should bear in mind that they may need to shoulder additional service charges for using this application which may be substantial.
Independent legal advice should be obtained if the user of this mobile application has any doubt as to whether contents or materials found on this application involving third party copyright may be used.
Upon subscription, notification messages on press release and announcement will be sent through Google cloud service, Apple cloud service and Huawei cloud service, namely Firebase Cloud Messaging ("FCM"), Apple Push Notification Service ("APNS") and Huawei Push messaging service ("Push Kit") respectively. You are not guaranteed the successful or timely reception of notification through their services.
By accessing this Application, you unconditionally agree to the terms of this Notice to Users / Conditions of Use which may be modified or supplemented from time to time.
  1. Unless otherwise indicated, all contents or materials (including photos and images) in this Application are subject to and protected by copyright owned by the Legislative Council under section 184 of the Copyright Ordinance (Cap. 528) or other third parties concerned (where applicable). Use of contents or materials in this Application is governed by the Conditions of Use.
  2. Access to or use of this Application is at your sole risks. The Legislative Council and The Legislative Council Commission (“the Commission”) and its employees or agents do not guarantee the accuracy, reliability, non-infringement, completeness, security, timeliness, fitness for a particular purpose or freedom from computer viruses of the contents or materials in this Application. The Commission and its employees or agents disclaim all liability or responsibility for any loss, damage or expense arising from any inaccuracies of, errors in, or omissions from such contents or materials and will not accept any liability or responsibility for loss damage or expense arising from any decision, action or non-action based on or in reliance upon such contents or materials or inability to use this Application.
  3. The inclusion of hyperlinks to other websites in this mobile application which contain inputs by parties other than the Commission and its employees or agents is to facilitate cross-reference only. The Commission and its employees or agents have neither approved nor endorsed the contents or materials thereof. Access to or use of the external websites is at your own risks. No express or implied warranty, representation or statement is given or made by the Commission and its employees or agents as to the accuracy, completeness, timeliness and fitness for a particular purpose of the contents or materials thereof.   4. This Application supports the reception of notification through Apple Push Notification Service ("APNS"), Firebase Cloud Messaging ("FCM") and Huawei Push messaging service ("Push Kit"). The APNS, FCM and Push Kit are services provided by Apple, Google and Huawei respectively. The Legislative Council does not guarantee the successful or timely reception of notification through their services.

  6. If there is any inconsistency or ambiguity between the English version and the Chinese version of this Notice to Users, the English version shall prevail.

  1. The Secretary General of the Legislative Council Secretariat (“Secretary General”) permits reproduction of the contents or materials found on this Application free of charge in any format or medium for personal or internal use within an organization, subject to the following conditions:
    1. The contents or materials must not be for sale, gain, profit or reward in any kind, or any other commercial purposes. "Commercial purposes" include the purposes to offer to provide a business opportunity and to advertise or promote any goods, services, fixed properties and business opportunities.
    2. Such contents or materials must be reproduced accurately and must not be used in any manner adversely affecting any right or interest of the Legislative Council and the Commission.
    3. "The Legislative Council" must be acknowledged as the copyright owner of the contents or materials, and acknowledgement must also be given to "www.legco.gov.hk" as the source of such contents or materials.
    Where third party copyright is involved in the contents or materials found on this Application, permission for reproduction or distribution or otherwise use any such contents or materials must be obtained from the copyright owner(s) concerned. Independent legal advice should be obtained if you have any doubt as to whether contents or materials found in this Application involving third party copyright may be used.
  2. You must comply with all the applicable laws, regulations and the terms of Apple, Google and Huawei in relation to the use of this Application.
  3. All contents or materials found in this Application are for informational purposes only. They are not legal or other professional advice and shall not be relied on as such.
  4. The Simplified Chinese version of this Application is generated from the Traditional Chinese version by software. In case of doubt or discrepancy in the two versions, the Traditional Chinese version shall prevail.
  5. If there is any inconsistency or ambiguity between the English version and the Chinese version of this Conditions of Use, the English version shall prevail.
  6. The Secretary General reserves the right to seek all remedies available at law for breaches of any of the above terms and any hacking or unlawful interference to this Application.

The Legislative Council Secretariat will record visits to this Application without collecting any personal identifiable information from users. Such general statistics are collected to compile statistical reports and diagnose problems with, or concerning, the operation systems to help improve this Application.
This Application supports sharing of information via third party service providers ("Share" function). If you use the "Share" function of this Application, please refer to the privacy policy of the corresponding service providers.
This Application will not access any information in the contacts of the users' mobile devices.
This Application will save your settings on the reception of notification through Apple Push Notification Service ("APNS"), Firebase Cloud Messaging ("FCM") and Huawei Push messaging service ("Push Kit") services in data server. However, no data about your personal information will be saved.
