Tour participants will visit the conference facilities and education facilities in the Legislative Council ("LegCo") Complex. The tour route may be adjusted according to the meetings and activities held in the Complex. In general, the tour covers the following facilities:

In order to ensure a pleasant touring experience, all participants of guided tours are required to observe the following rules:
Participants should wear the tour badges prominently during their stay in the LegCo Complex.
Participants should take good care of the audio receivers during the tour and return them after the tour.
No eating or drinking is allowed during the tour.
Participants should not damage the exhibits in the LegCo Complex. Any damage to the exhibits should be reported immediately to the staff conducting the tour. Participants may be held responsible for any damage made.
Photography without flash is welcome during guided tour. Prior approval should be sought from the LegCo Secretariat for filming or recording during the tour.
Mobile phones, pagers and other beeping/ringing devices should be turned to silent mode during the tour.
Loudspeakers should not be used inside the LegCo Complex.
Large bags, umbrellas, raincoats and any items not needed for the tour should be kept in the lockers provided at the Main Lobby or in such other places as required by the staff conducting the tour.
Participants are responsible for their personal belongings during the tour. The LegCo Secretariat does not take any responsibility for loss of personal belongings.
Participants should stay with the group and not wander around.
Leaders of group visitors should maintain the order of their group.
Late comers will be arranged to join the next available tour.
A visit may be made to the Souvenir Shop and/or the Cafeteria after the tour. To avoid overcrowding in the Main Lobby, the time that visitors can stay behind in the Main Lobby is printed on their tour badges.
Warnings will be given to participants contravening these Rules or causing nuisances or appearing likely to behave in a disorderly manner during the tour.
Participants ignoring the warnings and refusing to obey any directions given to him/her by the staff conducting the tour are required to leave the tour.
The above Rules are subject to review and may be changed as and when required.
Guided tours are organized to enhance the understanding of the work of the Legislature among students. A number of activities are designed for schools so as to help students make the most of their visits.
Schools are required to create an account through the Guided Tour Booking System ("GTBS") for booking guided tours and educational activities. To enhance the public’s understanding of the work of the Legislature and to provide an opportunity for them to visit the facilities in the Legislative Council ("LegCo") Complex, charitable organizations are welcomed to organize their members to join guided tours of the LegCo Complex.
Organizations which are exempt from tax under Section 88 of the Inland Revenue Ordinance are eligible to book guided tours for charitable organizations.
Number of participants
The group must have at least 15 persons but no more than 40 persons, including accompanying staff or caretakers.
For elderly groups, the staff in charge of the group should ensure that every 10 elderly participants are being taken care of by at least one staff member of their own throughout the tour.
Language
A choice of Cantonese, English or Putonghua is available.
Guided tours
The duration of the guided tour is approximately 1 hour. To allow flexibility and sufficient time to explore other facilities in the Complex, visiting groups are advised to spend 75-90 minutes in the Complex.
Organizations are welcomed to extend their visit time in the Complex to allow participants to make purchases at the Souvenir Shop, or to enjoy meals and refreshments at the LegCo Cafeteria.
During the summer recess, organizations have the option to book an educational activity for student and youth groups in addition to the regular guided tour, to enhance their understanding of the work of LegCo. For those participating in guided tours with educational activities, the programme consists of a 30-minute guided tour and a 30-minute session of interactive educational activities.
Schedule of tours
Booking arrangement
Each eligible charitable organization can book up to two guided tours per year (from September to the following August), on a first-come, first-served basis. Guided tours to be held in the coming 14 days are not available for booking.
Guided tours for the period between January and April 2025 are available for booking through GTBS.
Booking procedures
Organizations are required to create an account through GTBS for booking guided tours.
Applicants are required to complete the registration form, and upload the completed form with a signature and stamp along with the required supporting documents (e.g., tax exemption letter issued by the Inland Revenue Department) to GTBS. The Tour Office will process and verify the application within approximately seven working days. The organization will receive an email notification upon account activation.
After creating an account, organizations will be able to make bookings for guided tours through GTBS. Organizations that successfully make a booking will receive a confirmation email from GTBS.
After making a reservation, organizations can modify the activity details, including the date and time, contact information, and the number of participants, through GTBS up to 3 days before the guided tour. Organizations can also cancel the booking if necessary.

The Secretariat reserves the right to cancel or make any adjustments to any scheduled visit programme if necessary. Applicants will be informed of the cancellation or adjustments in advance.
On the day of visit, please arrive at the LegCo Complex 20 minutes before the scheduled start time of the tour. All tour participants are requested to pass through a metal detector archway, to have their belongings screened by X-ray machines and to produce proof of identity for inspection and registration.
Visiting groups arriving by coaches may drop off/pick up visitors at Public Entrance 1 (Point C of the map) of the LegCo Complex. Vehicle access is via Legislative Council Road.
