Remuneration package for LegCo Members
Legislative Council (LegCo) Members are provided with remuneration, allowances and various kinds of reimbursements for expenses arising from LegCo duties. The rates of such remuneration, allowances and reimbursements are proposed by the Government on the advice of the Independent Commission on Remuneration for Members of the Executive Council and the Legislature, and Officials under the Political Appointment System of the Hong Kong Special Administrative Region (Independent Commission), and approved by the Finance Committee of LegCo.
Apart from a monthly remuneration, Members are entitled to an annual medical allowance and an end-of-service gratuity calculated at 15% of the remuneration earned by the Member concerned and payable upon serving out a LegCo term.
The LegCo Secretariat has prepared the Guide for Reimbursement of Operating Expenses for Members of the Legislative Council (Reimbursement Guide), which incorporates the recommendations of the Independent Commission, the Independent Commission Against Corruption and the Committee on Members' Interests. The Reimbursement Guide sets out the principles for reimbursement, the nature of expenses that could be reimbursed and the administrative procedures for claiming reimbursement. Adherence to the Reimbursement Guide can ensure that Members' operating expenses are claimed in an open, fair and accountable manner.
