(i) Large numbers of protestors have assembled in the drum area and/or the vicinity of the LegCo Complex and some of them are engaging in rowdy behaviour and conflicts among them are highly possible.
(ii) The Secretary General ("SG"), after consulting the Chairman and the other two ex-officio members of the Commission, will request the Police to stand by within the LegCo Complex.
(iii) Those Secretariat staff not required to operate in the LegCo Complex may leave the Complex.
(iv) Members will also be informed of the situation. It would be for Members to decide if they would arrange for their staff to leave the LegCo Complex.
(v) All persons entering the LegCo Complex, including but not limited to LegCo Members, Members' visitors, Members' staff, public officers, LegCo Secretariat staff and media representatives, will be required to go through the security screening procedures.

(i) Violent conflicts have broken out in the drum area and/or in the vicinity of the LegCo Complex posing an imminent threat to the safety of the users of the Complex. SG will request the Police to take actions to maintain public order in the LegCo Complex.
(ii) [If a Council meeting is being held,] SG will immediately inform the President, who will decide if the Council meeting should be suspended so that Members and other Complex users will leave immediately.
