The Legislative Council Commission

The Legislative Council Commission (“the Commission”) is a statutory body established under The Legislative Council Commission Ordinance (Cap. 443). Chaired by the President of the Legislative Council and comprising 12 other Members (Cap. 443 states that the Commission may have no more than 13 members, including the Chairman), the Commission exercises managerial and financial functions in providing, through the Legislative Council Secretariat, administrative support and services to the Council independent of the Government. Three committees have been appointed by the Commission to carry out specific delegated functions. These are: the Committee on Personnel Matters, the Committee on Members’ Operating Expenses and the Committee on Facilities and Services.

The Legislative Council Secretariat

Headed by the Secretary General, the Legislative Council Secretariat comprises 10 divisions. The Commission directly appoints Secretariat staff. As at 9 January 2024, 686 posts had been established within the Secretariat. An organization chart of the Secretariat is in Appendix 3.
