At its meeting on 20 October 2004, the Legislative Council passed the following motion with no legislative effect: Motion on "Total smoking ban in workplaces", moved by Hon Bernard CHAN as amended by Hon Albert Jinghan CHENG "That this Council urges the new Secretary for Health, Welfare and Food to actively expedite the implementation of a total smoking ban in workplaces so as to safeguard public interests and protect the public from the health hazards of passive smoking, and to step up anti-smoking efforts to combat the problem of young smokers and, at the same time, take proactive action to expedite the implementation of a total smoking ban in restaurants and air-conditioned indoor public areas."
