At its meeting on 17 November 2004, the Legislative Council passed the following motion with no legislative effect: Motion on "Expectations for Policy Address", moved by Dr Hon YEUNG Sum "That this Council urges the Government to prudently consider the expectations of the Members of this Council for the 2005 Policy Address."
