At its meeting of 10 November 2010, the Legislative Council passed the following bill:


At the same meeting, the Council passed the following three resolutions:

(1)Resolution moved by the Secretary for Transport and Housing relating to the Port Control (Public Cargo Working Area) Order 2010.

(2)Resolution moved by Hon LI Fung-ying relating to the extension of the period for amending the Buildings (Amendment) Ordinance 2008 (Commencement) Notice 2010, the Building (Minor Works) Regulation (Commencement) Notice 2010 and the Building (Administration) (Amendment) Regulation 2009 (Commencement) Notice.

(3)Resolution moved by Hon Audrey EU Yuet-mee relating to the extension of the period for amending the Second Technical Memorandum for Allocation of Emission Allowances in Respect of Specified Licences.


The following two motions not intended to have legislative effect were also passed by the Council:

(1)Motion on "Helping needy persons acquire their homes", moved by Hon LEE Wing-tat as amended by Hon Frederick FUNG Kin-kee, Hon CHAN Kam-lam and Hon Ronny TONG Ka-wah.

(2)Motion on "Work Incentive Transport Subsidy Scheme", moved by Dr Hon PAN Pey-chyou as amended by Hon WONG Sing-chi and Hon IP Kwok-him.
