    On 9 August 1996, the Panel on Housing and the Panel on Planning, Lands and Works were briefed by the Administration on the subject on "The Territorial Development Strategy Review"
    The issue of population policy was raised at the briefing session. Members noted that no particular policy branch was responsible for this policy area and considered a need for the issue to be raised with the Chief Secretary.
