The quota of 20 electors in respect of the Election Committee should be allocated on the basis of the number of staff in each institution to ensure fair representation.

The proposed 'social Services' subsector should be allocated 60 votes. The Federation and other registered local/district organizations such as kaifong associations, clansman associations, etc. should be included as electors.
