Addresses

Mrs Miriam LAU addressed the Council on the nine Orders made under the Port Control (Cargo Working Areas) Ordinance (Cap. 81), which are subsidiary legislation laid on the Table of the Council at the meeting on 11 February 1998.

Second Reading

Appropriation Bill 1998

The debate on the Second Reading which had been moved on 18 February 1998 resumed.

In accordance with Rule 68(2) of the Rules of Procedure, the Council resumed the debate on the Appropriation Bill 1998.

19 Members spoke on the motion.

At 5:58 pm, the President's Deputy took the chair during the temporary absence of the President.

Another two Members spoke on the motion.

The Financial Secretary drew the attention of the President's Deputy to the absence of a quorum. After counting the Members present, the President's Deputy directed the Clerk to summon Members to the meeting. A quorum was then present.

At 6:34 pm, the President resumed the chair.

13 further Members spoke on the motion.

The President suspended the meeting at 9:13 pm.

The Council resumed at 2:30 pm on 12 March 1998 and continued to debate the second reading of the Appropriation Bill 1998.

22 Members spoke on the motion.

Dr C H LEONG moved that the debate on the motion be adjourned to the meeting to be held on 18 March 1998.
