Hon Albert HO Chun-yan, Hon Eric LI Ka-cheung, Dr Hon LUI Ming-wah, Prof Hon NG Ching-fai and Hon CHEUNG Man-kwong made the Legislative Council Affirmation.

Election of President

Dr Hon YEUNG Sum nominated Dr Hon LEONG Che-hung to preside over the election of the President of the Legislative Council and Hon Ronald ARCULLI and Hon Christine LOH seconded the nomination. As there was only one nomination, Dr Hon LEONG Che-hung was elected the presiding Member.

The presiding Member stated that two valid nominations for the office of President had been received. The nominees, in the order of receipt of the nominations by the Clerk, were Hon Mrs Rita FAN and Hon Andrew WONG. Hon Mrs Rita FAN was nominated by Dr Hon Philip WONG and seconded by Hon LAU Wong-fat, Hon NG Leung-sing, Hon CHIM Pui-chung and Hon David CHU. Hon Andrew WONG was nominated by Dr Hon LEONG Che-hung and seconded by Hon Margaret NG, Hon LEUNG Yiu-chung and Hon James TO. In accordance with the election procedure, the presiding Member ordered a vote by secret ballot and that each Member present, including himself, be given a ballot paper.

After the ballot papers had been collected from Members, the presiding Member invited Dr Hon Philip WONG, who nominated Hon Mrs Rita FAN, to join him in overseeing the counting of votes.

Having counted the ballot papers at the table in front of all the Members present, the Clerk reported the result to the presiding Member who checked the result for confirmation. The presiding Member announced that Hon Mrs Rita FAN had received 36 votes and Hon Andrew WONG 24 votes. The presiding Member declared Hon Mrs Rita FAN elected President of the Legislative Council.

The President then took the chair and addressed the Council.

The President suspended the meeting at 4:37 pm.

The Council resumed at 4:53 pm.

Members' Motion

Rules of Procedure of the Legislative Council of the Hong Kong Special Administrative Region

After obtaining the President's permission to waive the required notice, Dr Hon LEONG Che-hung moved the following resolution and addressed the Council:

That the Rules of Procedure of the Legislative Council of the Hong Kong Special Administrative Region set out in the Annex to this Resolution be made under Article 75 of the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China.

Timing of the first meetings of the Finance Committee, the House Committee and Panels

After obtaining the President's permission to waive the required notice, Dr Hon LEONG Che-hung moved the following resolution and addressed the Council:

That the first meetings of the Finance Committee, the House Committee and Panels be held not later than 31 July 1998.

The President declared that the next meeting of the Council would be held on 8 July 1998 at 2:30 pm.
