Members are invited to recommend to Finance Committee the following changes to the directorate structure of the Civil Engineering Office of the Civil Engineering Department -

  1. redeployment of the following permanent posts -

    3 Government Engineer
    (D2) ($116,650 - $123,850)

    4 Chief Engineer
    (D1) ($98,250 - $104,250); and

  2. creation of the following permanent post -

    1 Chief Engineer
    (D1) ($98,250 - $104,250)

PROBLEM

The directorate structure and distribution of responsibilities in the Civil Engineering Office (CEO) of the Civil Engineering Department (CED) do not adequately reflect the current and future workload of the Office, in particular the increase in work in respect of site formation.

PROPOSAL

2. To rationalise the directorate structure and distribution of responsibilities among the Lantau Port Development Branch (LPDB), the General Engineering Branch (GEB) and the Project Management Branch (PMB) of the CEO, the Director of Civil Engineering (DCE), with the support of the Secretary for Works, proposes to -

  1. redeploy seven directorate posts of three Government Engineer (GE) (D2) and four Chief Engineer (CE) (D1) to effect the necessary redistribution of responsibilities; and

  2. create one directorate post of CE (D1) to head a new Housing Sites Division (HSD) to enable the CEO to effectively cope with additional site formation work.

JUSTIFICATION

3. The mission of the CEO is to meet Hong Kong's needs for the highest quality of services in port development and land formation. In addition, the Office was responsible for the maintenance of civil engineering facilities at Kai Tak Airport until its closure. With regard to port development, the CEO is responsible for implementing the port development programme, undertaking the design, construction and maintenance of marine facilities and navigation channels, and providing expert advice on matters related to marine works. With regard to land formation, the CEO undertakes site formation and reclamation projects to provide land required for urban growth. The existing organisation chart of the CEO is at Enclosure 1.

4. Over the years, the CEO has developed in-house expertise in the field of port development and site formation. It fulfils its responsibilities generally using its own resources. Consultants are used only where resources or specialist knowledge of a particular nature required is not available in-house. In addition to undertaking projects as the lead department, ie from project inception through the planning, design, construction stages to completion, the Office also uses its in-house expertise to undertake the detailed design and construction stages of projects as a works agency to other government departments such as the Territory Development Department and the Architectural Services Department. In 1998-99, CEO's overall expenditure on capital works projects is estimated to be $991 million, of which $455 million will be on works agency basis.

Increase in Workload

5. The CEO's workload in the coming years on site formation projects will increase as a result of the need to form land for housing and schools. It has undertaken to carry out the projects listed at Enclosures 2a and 2b, mostly as the lead department. We estimate that the total expenditure on site formation and associated infrastructure works for housing and schools projects will amount to about $8.44 billion over the next nine years.

6. Given the priority accorded to the formation of land for housing and schools development, the pressure to deliver the projects on time is very high. The interfacing and infrastructural issues will necessitate high-level involvement and co-ordination with other government departments and policy bureaux. Careful and close supervision will be required at the directorate level.

Review of the Overall Structure of CEO

7. We need more directorate level input to ensure the timely and proper delivery of the housing and school projects. We have therefore reviewed the overall structure of the CEO to see if redeployment opportunities exist for another CE to take up the additional site formation projects. We have concluded that this is impossible due to the significant increases in workload in all the Divisions of the Office. A detailed assessment is as follows -

  1. Development & Airport (D&A) Division, GEB

    D&A Division is the only Division in CEO responsible for the design and construction of site formation works. It also handles Rural Planning Improvement Strategy (RPIS) and other specialised projects, such as the demolition of the Kowloon Walled City, which was completed in 1996, and the demolition of the Kwai Chung and Kennedy Town Incineration Plants, which is now under planning. A small unit within the Division was responsible for the maintenance of civil engineering facilities at Kai Tak Airport until July 1998, when the Airport was relocated to Chek Lap Kok. Annual expenditure on maintenance at Kai Tak Airport was about $30 million. As a result of the cessation of this responsibility, we have deleted 11 non-directorate posts previously engaged on this duty and will delete three more posts by June 1999 upon completion of demolition of beacons at the end of the runway. As regards the workload of the CE/D&A, the decrease in airport related work has been more than offset by new projects, such as the site formation for the new Teleport at Chung Hom Kok. Several of the projects handled by CE/D&A (in particular the RPIS projects) are relatively low in value but require a high level of directorate input, because of the need to enlist community acceptance of the projects. Without taking account of the projects listed in Enclosures 2a and 2b, the total number of projects at various stages of development currently being handled by the Division is over 30 at a total value of about $4.3 billion, with expenditure taking place over the next seven years. As the Division no longer handles airport matters, we propose to rename it as the Development Division.

    The CE in charge of the renamed Development Division would be overloaded if he were to take up all the additional housing and schools related site formation projects, and his span of control would be excessive.

  2. Technical Services (TS) Division, GEB

    TS Division is the maintenance authority for all public marine frontages and navigation channels. It also advises the Buildings Authority and the public on matters related to marine works, undertakes research and development, and manages mathematical and physical hydraulic models for Hong Kong waters. Since April 1998, the Division has taken up the maintenance responsibility for franchised ferry piers (previously carried out by the franchisees). The Division has also recently become involved in several projects related to improvement of the marine environment, such as wave reduction in Victoria Harbour, design and construction of artificial reefs, clearing of debris from the seabed beneath fish mariculture zones, and environmental improvement of the Shing Mun River. All these projects are recurrent in nature and represent an increase in workload in the long term. The hydraulic models, which are used to predict current flow and sedimentation characteristics for development proposals in Hong Kong waters, were enhanced in 1997 to provide more accurate results, and this has led to greater demand for their use. Workload will continue to increase in the coming years with the completion of additional seawalls and ferry piers. The Division's annual expenditure is about $100 million but, in view of the nature of the Division's activities, expenditure should not be taken as the sole measure of its workload.

  3. Port Works (PW) Division, GEB

    PW Division is responsible for the planning, design and construction of marine works projects, including major reclamation and breakwater projects, such as the Naval Base at Stonecutters Island, the Hei Ling Chau Typhoon Shelter, and the Pak Shek Kok reclamation. It also manages the contaminated mud pits at East Sha Chau. The workload of the Division on capital works projects has increased significantly in the past few years. The total number of projects at various stages of development handled by the Division is over 30 at a total value of about $8.4 billion, with expenditure expected to take place between 1998 and 2007. Amongst the projects currently in the planning and detailed design stages are the Sheltered Boat Anchorage at Tai O, the Tung Lung Chau Dangerous Goods Area, and the Cha Kwo Ling Typhoon Shelter. The workload will increase further in the coming years due to the implementation of a new public filling strategy, which the Division took up in 1997 following completion of a consultancy study. The strategy involves the disposal of surplus building and demolition materials, and the setting up of a network of barging points for the marine transport used to dispose of such materials.

  4. Port Development (PD) Division, LPDB

    The LPDB previously consisted of three Divisions, namely Port Development (PD) Division, New Airport Liaison Team and West Kowloon Reclamation Division. Following the completion of the Airport Core Programme projects, the latter two divisions were disbanded in April 1996 and October 1997 respectively.

    PD Division was established to undertake the first phase of the Lantau Port Development, i.e. the infrastructural back-up for Container Terminals 10 and 11. Although the development programme for the Terminals has been deferred, the Division is proceeding with detailed planning and design for the back-up facilities in Penny's Bay to cater for the needs of Route 10 and public fill, with a view to commencing work in November 1999. PD Division has also taken up the reconstruction of a number of public piers (a new responsibility following completion of a consultancy in 1996), and these works costing about $300 million will be phased over the next eight years. The main duties of the PD Division are still related to complex, large scale and high expenditure port projects such as the Penny's Bay reclamation, Chok Ko Wan Link Road, Tseung Kwan O Port Development at Area 131 (project estimates at $5.9 billion, $2.5 billion and $3 billion respectively) and the construction of typhoon shelters with project value amounting to $l billion. The Division is also conducting planning and engineering feasibility studies for the Northshore Lantau Development, which will lead to major works in due course. These studies to be completed in mid-2000 will examine various land use options for the area including tourism, housing and business parks as well as port development.

8. Given the significant increase in workload described above, all four CEs in the CEO are fully loaded and they do not have spare capacity to take on the additional responsibility for the site formation projects. As considerable resources in the CEO are deployed on projects in the planning and design stages, adequate directorate level input is essential to ensure proper management of the projects during these stages. We estimate that, if all projects in various stages of development proceed as scheduled, the total expenditure on projects handled by the CEO in the next eight years will be about $35 billion. As the forecast cash flow chart at Enclosure 3 shows, there will be a significant increase in workload for the Office as a whole over the next eight years. The four CEs' span of control is very high, overseeing a total of 29 sections each headed by a Senior Engineer, and this is affecting the Office's operational efficiency.

Proposed Creation of Chief Engineer post

9. As redeployment of directorate staff is not viable, we propose to create a new permanent CE (D1) post to head a new Housing Sites Division to take up the additional responsibilities on site formation for housing development. The new post, to be designated as Chief Engineer/Housing Sites (CE/HS), will serve as the programme manager, and will provide the focus for information on housing-related projects. He will be responsible for planning the projects, budget control, and programming. He will also oversee the detailed design and construction stages. In discharging these responsibilities, CE/HS will be supported by four Senior Engineers and 14 other professional, technical and general support staff (15 of the 18 posts to be redeployed from other divisions). We consider that a CE (D1) ranking is appropriate having regard to the level of professional expertise required. As housing is a long-term commitment and there will be on-going site formation works in the years to come, the creation of a permanent post is necessary.

10. With the creation of the Housing Sites Division, the Development Division will be able to fulfil its commitments on projects for general development as described in paragraph 7(a) above, as well as the site formation works for schools. In terms of expenditure, the CE/HS and CE/D will handle projects valued at $7.58 billion and $5.13 billion respectively, with expenditure phased over the next eight years.

Proposed Re-organisation

11. Since the work of the new Housing Sites Division is very similar to that of the Development Division, it may be appropriate for both to be placed under the same Branch, ie GEB. However, this will overload the head of the GEB. We have carefully reviewed the position and found that a minor reorganisation of the CEO at Branch level will be able to rationalise the distribution of workload. By grouping the Divisions involved in port related matters together in one Branch and the Divisions involved in land matters in another, the reorganisation will also provide a better line of command for project delivery.

12. Taking account of the above, we propose the following changes to the structure of the CEO -

  1. to rename the Development & Airport Division as the Development Division and its head as CE/ Development;

  2. to establish a new Housing Sites Division, headed by a new permanent post of Chief Engineer/ Housing Sites (CE/HS), in the General Engineering Branch;

  3. to transfer the Port Works Division and the Technical Services Division from the General Engineering Branch to the Lantau Port Development Branch, rename the Lantau Port Development Branch as the Port Branch, and re-title its head from Assistant Director/Project Management (Lantau Port) (AD/PM(LP)) to Assistant Director/Port (AD/P). AD/P would be in charge of all port-related matters; and

  4. to rename the General Engineering Branch as the Land Development Branch and to re-title its head from Government Civil Engineer/General (GCE/G) to Assistant Director/Land Development (AD/LD); AD/LD would be in charge of all land development matters.

13. As regards the PMB, it manages high-expenditure projects undertaken by the GEB; hence the head of the former is titled as Assistant Director/Project Management (General). With the transfer of the PW Division and the TS Division to the Port Branch, the PMB will oversee projects in the other two Branches. We therefore propose to re-title the post of Assistant Director/Project Management (General) (AD/PM(G)) to Assistant Director/Project Management (AD/PM). The function of the Branch will remain unchanged irrespective of the changes in the other Branches.

14. The proposed re-organisation of the CEO (new structure shown at Enclosure 4) will ensure a clear delineation of the responsibilities of the Office related to port works and land development, and result in better distribution of work among its directorate staff, thereby enhancing its efficiency and effectiveness.

15. The current and proposed revised titles and job descriptions for the three GE posts are at Enclosures 5 to 7 respectively. The current and proposed revised titles and job descriptions for the four CE posts are at Enclosures 8 to 11 respectively. The job description for the proposed new CE/HS post is at Enclosure 12.

FINANCIAL IMPLICATIONS

16. The notional annual mid-point salary cost of the additional CE post is $1,213,200. The full annual average staff cost of the proposal, including salaries and staff on-cost, is $2,160,576. We will also create one additional non-directorate post of Personal Secretary II. The additional notional annual mid-point salary cost of this post is $181,920 and the full annual average staff cost is $303,720. We have sufficient provision to meet the costs of this proposal.

BACKGROUND INFORMATION

17. The GEB consisting of the PW Division and the D&A Division has been in existence since 1964. The TS Division was formed in 1995. The LPDB was created in 1993 (it was originally named as the Port and Airport Development Strategy Branch and was retitled in 1995). The PMB was established in May 1995 to manage the project delivery process from inception through to completion, in order to ensure high-expenditure projects are delivered on time and within budget.

CIVIL SERVICE BUREAU COMMENTS

18. The Administration has considered carefully other alternatives bearing in mind the need for greater efficiency and productivity under the present economic climate. The Civil Service Bureau supports the proposed redeployment and considers the grading and ranking of the proposed post to be appropriate, taking account of the level of responsibility and professional input required.

ADVICE OF THE STANDING COMMITTEE ON DIRECTORATE SALARIES AND CONDITIONS OF SERVICE

19. The Standing Committee on Directorate Salaries and Conditions of Service has advised that the grading proposed for the post would be appropriate if the post were to be created.
