Election of Presiding Member
1 In accordance with the election procedure circulated to members on
2 July 1998 under LC Paper No. CB(2) 1/98-99, the Clerk called for nominations for the presiding Member.
2 Mr Andrew WONG was nominated by Mr LEE Kai-ming and the nomination was seconded by Messrs YEUNG Yiu-chung and CHENG Kai-nam. Mr Andrew WONG accepted the nomination. There being no other nomination, the Clerk declared that Mr Andrew WONG was elected as the presiding Member.
Election of Chairman
3 Mr Andrew WONG took the chair and called for nominations for the chairmanship of the House Committee.
4 Dr LEONG Che-hung was nominated by Dr YEUNG Sum and the nomination was seconded by Miss Margaret NG and Mr CHAN Wing-chan. Dr LEONG Che-hung accepted the nomination. There being no other nomination, the presiding Member declared that Dr LEONG Che-hung was elected as Chairman of the House Committee. Dr LEONG Che-hung then took the chair.
Election of Deputy Chairman
5 The Chairman called for nominations for the deputy chairmanship of the House Committee.
6 Dr YEUNG Sum was nominated by Mr Ronald ARCULLI and the nomination was seconded by Messrs Fred LI and SIN Chung-kai. Dr YEUNG Sum accepted the nomination. There being no other nomination, the Chairman declared that Dr YEUNG Sum was elected as Deputy Chairman of the House Committee.
Any Other Business
7 The Chairman advised members that the next meeting of the House Committee would be held on Monday, 6 July 1998 at 2:30 pm.
8 The Chairman said that he would ascertain from the Administration whether there were any bills which would need to be dealt with by the Council urgently apart from the four bills to be introduced into the Council between 8 July 1998 and 22 July 1998. The Chairman added that he and the Deputy Chairman would discuss with the President the duration of the summer break.
9 In response to Messrs LI Wing-tat and James TO, the Chairman said that he would urge the Administration to introduce bills into the Council as soon as possible in order that the Council could commence scrutiny of the bills at an early date.
10 In response to Miss Emily LAU's enquiry regarding the agenda for the House Committee meeting on 6 July 1998, the Chairman said that the items to be discussed would include -
- business to be dealt with at the Council meetings on 8 and 15 July 1998;
- Legislative Council House Rules;
- formation of Panels;
- the election procedure leading to the appointment of Members to the Public Accounts Committee, Committee on Members' Interests and Committee on Rules of Procedure;
- motion on election of Members of The Legislative Council Commission and their term of office;
- nomination and election of Members of the Legislative Council to advisory bodies; and
- the Solicitor-General's letter to the Legal Adviser regarding the draft Rules of Procedure.
He added that he hoped to be able to see the Chief Secretary for Administration prior to the next meeting.
11 The meeting ended at 2:40 pm.
