I. Election of Chairman
Members may wish to elect a Chairman (and a Deputy Chairman). The procedures for election of Chairman and Deputy Chairman of the Subcommittee of the Panel are the same as that for the election of Chairman of the House Committee, which are in Appendix.
II. Way forward

Members may wish to refer to the information paper prepared by the Administration (LC Paper No. CB(2)954/98-99(02)) and consider the issues which require to be studied with a view to arriving at some recommendations for further discussion with the Administration at the meeting of the Panel on Constitutional Affairs on 18 January 1999.
