I Election of Chairman and Deputy Chairman
Nominated by Mr CHAN Wing-chan and seconded by Mr WONG Yung-kan, Mr YEUNG Yiu-chung was elected as the presiding member for election of Chairman of the Panel.
2 Mr YEUNG Yiu-chung invited nominations for chairmanship. Miss Christine LOH was nominated by Mr CHAN Wing-chan and seconded by Mr LAU Kong-wah. Miss Christine LOH accepted the nomination.
3 There being no other nomination, Miss Christine LOH was declared Chairman of the Panel.
4 Miss Christine LOH took over the chair.
5 Miss Christine LOH invited nominations for deputy chairmanship. Mr HUI Cheung-ching was nominated by Mr YEUNG Yiu-chung and seconded by Mrs Sophie LEUNG LAU Yau-fun. Mr HUI Cheung-ching accepted the nomination.
6 There being no other nomination, Mr HUI Cheung-ching was declared
Deputy Chairman of the Panel.
II Schedule of meetings for the 1998-99 session
7 Members agreed that future meetings of the Panel would be held on the first Friday of each month at 10:45 am.
III Discussion items for the next meeting
8 With reference to the list of issues to be considered tabled at the meeting, members agreed to hold the next meeting on 30 July 1998 at 10:45 am to receive a briefing on the latest position of the Administration's proposal to commission a consultancy study on the recommendations made in the 1996 Trade Effluent Surcharge Scheme Review and to discuss the problem of noise nuisance caused by the new airport at Chek Lap Kok. Members also agreed that no meeting would be held in August 1998 and that the meeting in September would be held on 11 September 1998.
9 Members agreed to discuss the following items at the meeting on 11 September 1998 -
- Phase I of the Environmental Impact Assessment for Stage II of the Strategic Sewage Disposal Scheme;
- The new power station proposed to be built by Hong Kong Electric Company on Lamma Island; and
- Environmental issues relating to the proposed public housing development project at Woodside in Quarry Bay.
10 Members agreed to discuss the progress of the Liquefied Petroleum Gas Taxis Trial Scheme in October 1998.
11 The Chairman informed members that Sir Crispin TINKELL, a renowned British environmentalist, would visit China in September 1998 and would have a brief stay in Hong Kong en route. She suggested that should members so wish, a meeting, either formal or informal, could be arranged on 25 September 1998 for Panel members to meet Sir TINKELL and discuss environmental protection in China. However, some members considered it more appropriate to exchange views on issues within the terms of reference of the Panel. The Chairman undertook to provide Sir TINKELL's curriculum vitae for circulation to members for reference before making a decision on whether the meeting should be held.
