The Legislative Council Library ("the Library") is a reference library providing access to records, papers, reports of all open meetings of LegCo. The Library primarily serves LegCo Members and staff. To facilitate research on constitutional and parliamentary subjects, teaching and research staff as well as post-graduate students of local universities may apply for a Library/Archives Card to have direct access to the Library's Stack Area and the Staff's Reading Area. Members of the public are welcome to make use of the Public Reading Area and Audio-Visual Room 1 for access to the Library collections. All users are required to observe the following rules:
- Admission to the Library is conditional upon the presentation of an access card, or a Library/Archives Card issued by the Library, and/or a Temporary Pass for Visitor obtained at the reception counter at the Main Lobby.
- All users may have access to the Public Reading Area and Audio-visual Room 1.
- Umbrellas, raincoats and any items not reasonably required for viewing library collections should be kept in the lockers provided at the Main Lobby or in such other places as required by the Library staff.
- Users should conduct themselves in an orderly and quiet manner. Mobile phones, pagers, and other beeping/ringing devices should be turned to silent mode, and phone calls should not be made.
- Users may have access to a maximum of six items of Library materials for viewing at the Public Reading Area or Audio-Visual Room 1 at any one time.
- No games of any form is allowed in the Library.
- No eating or drinking is allowed in the Library.
- Prior approval should be sought from the Library for filming, recording or photo-taking in the Library.
- Personal belongings should not be left unattended in the Library. The Library does not take any responsibility for loss of unattended personal belongings.
- Photocopying, duplication or reproduction of Library materials shall be conducted in compliance with the Copyright Ordinance (Cap. 528). Users shall be liable for legal consequences arising from any infringement of the Copyright Ordinance.
- The use of audio-visual and information technology equipment in the Library should be for the purpose of accessing Library's audio-visual collections.
- Advance bookings should be made for the use of computers in the Public Reading Area and Audio-Visual Room 1.
- Users of computers should observe the terms and conditions stipulated in the "Conditions of use of computers in the Legislative Council Library".
- Users should use the Library facilities with due care and should not damage or destroy any Library materials or any part of the structure, fixtures, furniture or equipment of the Library.
- Any damage to the Library materials should be reported immediately to the Library staff. Users shall be charged for any damage done to the Library materials. Under normal circumstances, users are required to pay an administration fee of $100 for each damaged or lost item as well as a charge either equivalent to the replacement cost if the item is available for purchase or of $500 if the item is not available for purchase.
- Requests for refund would only be considered if the lost items are returned in good conditions, and replacement orders for the lost items have not yet been placed. The administration fee is not refundable.
- Warnings will be given to users contravening the above Rules.
- Users ignoring the Library warnings and refusing to obey any directions given to him/her by the Library staff in furtherance of the proper management of the Library are required to leave the Library.
- The above Rules are subject to review and may be changed as and when required.
