香港公眾街市的現代化措施
(a) | 善用空置攤檔:截至2019年12月31日,公眾街市的總空置率約為13%。8註釋符號代表數字包括一些因為改善工程或其他運作需要而被凍結的空置攤檔。請參閱Food and Health Bureau (2020b)。 現時,長期空置的檔位會以優惠底價供公眾人士競投。9註釋符號代表根據有關安排,食環署將空置6個月或8個月以上檔位的競投底價分別降至原底價的 80%或60%,並以為期3年的租約出租。空置8個月或以上而未能透過上述方法租出的檔位,將以3個月短期租約的形式按相同底價作公開競投。請參閱Food and Health Bureau (2019)。 此外,食環署可按運作需要,例如進行改善工程,凍結出租空置攤檔。儘管如此,有意見認為應善用空置攤檔,以更具彈性的條款出租檔位,或將檔位改作社區設施之用;

(b) | 拓闊公眾街市的貨品組合:一個配備合適貨品組合的街市,能夠提供各式各樣的糧食和日用品,吸引遠近各方的顧客。根據食環署的檢討結果,10註釋符號代表請參閱Food and Health Bureau (2018)。 在2018年,本港公眾街市大部分攤檔(73%)提供新鮮糧食或熟食。然而,基於歷史緣故,公眾街市仍有約21%的攤檔售賣衣服及鞋履等非食物類乾貨,惟不同街市的貨品種類比重有較大分野。以其中一個街市為例,近半數攤檔售賣非食物類乾貨。貨品組合失衡,被視為街市人流稀疏和不積極經營的原因之一。有意見認為,較多元化的貨品組合可令街市增添活力;11註釋符號代表請參閱Legislative Council Secretariat (2019)。 及

(c) | 推行新管理措施:政府現正研究在新建和翻新後的公眾街市推行管理改革,考慮中的措施包括:(i)將公眾街市的日常管理工作外判;(ii)引入機制考慮現有租戶的往績及表現作為續租的條件之一;12註釋符號代表現時,檔主常見干犯的不當行為包括阻塞通道、未經許可而改變攤檔用途,以及不積極經營攤檔。如屢被定罪及違反租約,檔主可被終止租約。請參閱Food and Health Bureau (2018)。 及(iii)按貨品種類區分檔位租戶。
然而,不少意見關注市場原則在管理改革所佔的比重,若街市的日常管理按「整體承租街市模式」13註釋符號代表整體承租街市模式以單一租約把街市租予一個承租商。承租商負責整個街市的管理,包括分租檔位予個別檔戶。請參閱GovHK (2017)。 被外判,有可能加重檔主的租金負擔。同時,亦有意見指出,由於公眾街市扮演特定的社會功能,因此檔位租戶應得到照顧,以便為市民提供價格相宜的糧食和日用品。 |
