香港公众街市的现代化措施
(a) | 善用空置摊档:截至2019年12月31日,公众街市的总空置率约为13%。8注释符号代表数字包括一些因为改善工程或其他运作需要而被冻结的空置摊档。请参阅Food and Health Bureau (2020b)。 现时,长期空置的档位会以优惠底价供公众人士竞投。9注释符号代表根据有关安排,食环署将空置6个月或8个月以上档位的竞投底价分别降至原底价的 80%或60%,并以为期3年的租约出租。空置8个月或以上而未能透过上述方法租出的档位,将以3个月短期租约的形式按相同底价作公开竞投。请参阅Food and Health Bureau (2019)。 此外,食环署可按运作需要,例如进行改善工程,冻结出租空置摊档。尽管如此,有意见认为应善用空置摊档,以更具弹性的条款出租档位,或将档位改作社区设施之用;

(b) | 拓阔公众街市的货品组合:一个配备合适货品组合的街市,能够提供各式各样的粮食和日用品,吸引远近各方的顾客。根据食环署的检讨结果,10注释符号代表请参阅Food and Health Bureau (2018)。 在2018年,本港公众街市大部分摊档(73%)提供新鲜粮食或熟食。然而,基于历史缘故,公众街市仍有约21%的摊档售卖衣服及鞋履等非食物类干货,惟不同街市的货品种类比重有较大分野。以其中一个街市为例,近半数摊档售卖非食物类干货。货品组合失衡,被视为街市人流稀疏和不积极经营的原因之一。有意见认为,较多元化的货品组合可令街市增添活力;11注释符号代表请参阅Legislative Council Secretariat (2019)。 及

(c) | 推行新管理措施:政府现正研究在新建和翻新后的公众街市推行管理改革,考虑中的措施包括:(i)将公众街市的日常管理工作外判;(ii)引入机制考虑现有租戶的往绩及表现作为续租的条件之一;12注释符号代表现时,档主常见干犯的不当行为包括阻塞通道、未经许可而改变摊档用途,以及不积极经营摊档。如屡被定罪及违反租约,档主可被终止租约。请参阅Food and Health Bureau (2018)。 及(iii)按货品种类区分档位租戶。
然而,不少意见关注市场原则在管理改革所占的比重,若街市的日常管理按「整体承租街市模式」13注释符号代表整体承租街市模式以单一租约把街市租予一个承租商。承租商负责整个街市的管理,包括分租档位予个别档戶。请参阅GovHK (2017)。 被外判,有可能加重档主的租金负担。同时,亦有意见指出,由于公众街市扮演特定的社会功能,因此档位租戶应得到照顾,以便为市民提供价格相宜的粮食和日用品。 |
