Programmes catering for the needs of the minority ethnic groups in Hong Kong provided by domestic free TV programme service licensees included Japanese programmes and Korean programmes on the English channels.

The domestic pay television programme service licensees included channels entirely broadcast in foreign languages, for example, in Hindi (Zee TV), Japanese (NHK), Korean (Arirang TV), French (TV5 Monde Asie), German (Deutsche Welle TV), Spanish (TVE), Portuguese (RTPI) and Tagalog (Filipino Channel).

On radio, programmes in Tagalog, Hindi and Indonesian were provided by the licensees.
