Election of Chairman

Mr Ambrose LAU was elected Chairman of the Bills Committee.

2. Members agreed that the Bills Committee should invite views from the Hong Kong Bar Association, the Law Society of Hong Kong and the Justice on the Bill.

Papers for the meeting

3. The mark-up copy of the Ordinance was tabled at the meeting and subsequently issued to Members not present vide LegCo Paper No. HB 427/95-96.

4. The Clerk was asked to circulate the Report of the Law Reform Commission of Hong Kong on Codification : the Preliminary Offences of Incitement, Conspiracy and Attempt for Members’ reference.

5. Members agreed that papers for the meeting, in English and Chinese, should be forwarded to Members simultaneously. However, the Chairman would decide, in the light of time factor or practical need, whether the original copy should be forwarded to Members first, followed by the translation copy as soon as possible.

Date of next meeting

6. The next meeting would be held on Friday, 19 January 1996 at 8:30 a.m.. The Administration would be invited to brief Members on the Bill.
