3. Responding to a Members question, the Deputy Secretary for the Civil Service advised that apart from the present post, there was no other directorate or non-directorate posts seconded from the Hong Kong Government to the Foreign and Commonwealth Office.

Proposed creation of a permanent post of Administrative Officer Staff Grade C (D2) in the Trade and Industry Branch offset by the deletion of a supernumerary post of Administrative Officer Staff Grade C (D2) in the Trade Department to accommodate an officer on secondment to the Asia Pacific Economic Cooperation Secretariat |
5. On the need for seconding a government officer to the Asia Pacific Economic Cooperation (APEC) Secretariat in Singapore, the Deputy Secretary for Trade and Industry advised that the secondment was supported by the Hong Kong Government in recognition of the importance for Hong Kongs participation in and support of the APEC activities. Presently, 12 out of the 16 members of the APEC had adopted such a practice. As Hong Kong would continue to be a member of the APEC, a permanent post would be needed to demonstrate Hong Kongs long term commitment to APECs activities.
