458CL - Sha Tin New Town, stage II - construction of Road T3

Members are invited to recommend to Finance Committee -

  1. the upgrading of part of 458CL, entitled “Sha Tin New Town, stage II - detailed design and site investigation for Road T3”, to Category A at an estimated cost of $51 million in money-of-the-day prices; and
  2. the retention of the remainder of 458CL in Category B.


PROBLEM

We do not have the necessary in-house resources to carry out the site investigation and detailed design for the proposed construction of Road T3 to alleviate the traffic congestion in the section of Tai Po Road (Tai Wai Section) which is now operating at full capacity.

PROPOSAL

2. The Director of Territory Development (DTD), with the support of the Secretary for Transport, proposes to upgrade part of 458CL to Category A at an estimated cost of $51 million in money-of-the-day (MOD) prices for carrying out the necessary site investigation and detailed design work for Road T3 which will relieve the traffic at Tai Po Road (Tai Wai Section).

PROJECT SCOPE AND NATURE

3. Road T3 will consist of about two kilometres of elevated road, with interchanges and slip roads, on the section of Tai Po Road between Sha Tin Heights and Lion Rock Tunnel Road. The part of the works that we now propose to upgrade to Category A comprises site investigation works, and consultancy services at the pre-contract stage for detailed design work, preparation of tender documents and assessment of tenders.

JUSTIFICATION

4. At present, frequent traffic congestion occurs in approaches to the Lion Rock Tunnel and Tate’s Cairn Tunnel. To help relieve traffic on these roads, we plan to start work on the construction of Road T3 in late 1999 for completion by late 2002.

5. Road T3 will help remove the traffic bottle-neck at the Tai Wai section of Tai Po Road and enhance traffic throughput so that the section of Tai Po Road between Sha Tin Heights and Kowloon can be fully utilised. It will also relieve traffic congestion in Tai Wai area. There will be provision for a future connection to the proposed Route 16 linking Sham Shui Po and Sha Tin.

6. DTD proposes to employ consultants to undertake supervision of the site investigation and to carry out detailed design work due to insufficient in-house resources.

FINANCIAL IMPLICATIONS

7. We estimate the capital cost of the project to be $51 million in MOD prices (see paragraph 8 below), made up as follows -

9. We have derived the MOD estimate on the basis of the Government’s forecasts of trend labour and construction prices for the period 1996 to 2000.

10. The proposed consultancy has no recurrent financial implications.

PUBLIC CONSULTATION

11. At its meeting on 27 April 1993, the Traffic and Transport Committee of the Sha Tin District Board supported the construction of Road T3. Members requested early completion of the project.

ENVIRONMENTAL IMPLICATIONS

12. The proposed consultancy will not have any environmental implications. As for Road T3, we have completed an Environmental Impact Assessment (EIA) study in June 1996 to assess and mitigate the potential environmental impact. The EIA concluded that mitigation measures in the form of barriers, semi-enclosures and quiet road surfacing would be required to reduce the environmental impact to conform with the established criteria. We will incorporate the mitigation measures identified in the EIA into the detailed design of Road T3. We have charged the cost of the EIA study, estimated at $2.2 million to Subhead 7008CX1 “Consultants’ fees and charges and major in-house investigations for new towns and urban area development projects”.

LAND ACQUISITION

13. The proposed consultancy does not require land acquisition.

BACKGROUND INFORMATION

14. The proposed consultancy is scheduled to start in August 1996 for completion in August 1999.

1 - The former block allocation Subhead 7008CX has been replaced by a new block allocation Subhead 7100CX "New towns and urban area works, studies and investigations for items selected in Category D of the Public Works Programme" since 1 April 1996. The new block allocation was approved by Finance Committee on 8 March 1996.

  1. A multiplier factor of 3 is applied to the average MPS point to arrive at the full staff costs including the consultant’s overheads and profit, as the staff will be employed in the consultant’s offices. (At 1.4.95, MPS pt. 40 = $51,440 p.m. and MPS pt. 16 = $17,270 p.m.)
  2. The figures given above are based on estimates prepared by the Director of Territory Development. The consultancy works of this project is part of the overall consultancy agreement for New Town Development at Sha Tin.
