221CL - Siu Sai Wan development - works, remaining stages

Members are invited to recommend to Finance Committee the upgrading of 221CL, retitled "Construction of two footbridges in Siu Sai Wan", to Category A at an estimated cost of $110.5 million in money-of-the-day prices.



PROBLEM

Siu Sai Wan reclamation area does not have grade-separated crossings to cope with the forecast pedestrian and traffic flow.

PROPOSAL

2. The Director of Territory Development, with the support of the Secretary for Planning, Environment and Lands, proposes to upgrade 221CL to Category A at an estimated cost of $110.5 million in money-of-the-day (MOD) prices for the construction of two footbridges in Siu Sai Wan reclamation area.

PROJECT SCOPE AND NATURE

3. The scope of the project comprises the construction of -

  1. a footbridge (footbridge A) with a single span of 38 metres across Siu Sai Wan Road;
  2. a multi-span footbridge (footbridge B) across Road 22/3 and Road 22/4; and
  3. associated drainage and landscaping works.

JUSTIFICATION

4. We have already completed a number of development projects including a Private Sector Participation Scheme (PSPS) housing development, two secondary schools and an Urban Council sports ground in the Siu Sai Wan reclamation area. We will complete a second PSPS housing development in the reclamation area in mid 1997. By that time, the population in the reclamation area itself will reach 13 80013 800, bringing the population in the Siu Sai Wan area as a whole to a total of 60 500. There is a need therefore, to enhance pedestrian safety in the area by providing grade-separated crossings to segregate the large number of pedestrians from vehicular traffic.

5. We need to construct footbridge A to connect the Fullview Garden commercial centre with the completed PSPS development and the two secondary schools. This will provide a safe grade-separated pedestrian crossing over the busy Siu Sai Wan Road. Footbridge A will have a capacity of 6 000 pedestrians per hour in both directions.

6. Footbridge B will provide safe access to the Urban Council sports ground and a planned public transport exchange by means of a safe, grade-separated crossing over Road 22/3 and Road 22/4. Footbridge B will have a capacity of about 7 700 pedestrians per hour in both directions.

FINANCIAL IMPLICATIONS

7. We estimate the capital cost of the project to be $110.5 million in MOD prices (see paragraph 8 below), made up as follows -

9. We have derived the MOD estimate on the basis of the Government's forecasts of trend labour and construction prices for the period 19967 to 2000. We will tender the proposed works under a fixed-price lump-sum contract because we have firm quantities for the majority of the works. As the contract period is less than 21 months, the contract will not provide for adjustments to the tender price due to inflation.

10. We estimate the annually recurrent expenditure for the project to be $317,000.

PUBLIC CONSULTATION

11. We consulted the Traffic & Transport Committee of the Eastern District Board on the proposed works on 24 October 1995 and 14 December 1995. Members of the Committee supported the proposal and urged Government to implement the works as soon as possible.

12. We gazetted the proposed works under Roads (Works, Use and Compensation) Ordinance on 12 April 1996 and received no objections.

ENVIRONMENTAL IMPLICATIONS

13. The Director of Environmental Protection completed an Environmental Review for the two footbridges in July 1995 and concluded that the project would have no long term environmental impacts. No Environmental Impact Assessment Study is therefore necessary. We will control noise, dust and site run-off nuisances during construction through the implementation of appropriate mitigation measures in the contract.

LAND ACQUISITION

14. The project does not require land acquisition.

BACKGROUND INFORMATION

15. We included 221CL in Category B in February 1995.

16. The Director of Highways has substantially completed the detailed design and drawings for the proposed works using in-house staff resources. We plan to start the works in June 1997 for completion in December 1998.
