Pursuant to Standing Order No. 4AA, His Excellency the Governor, the Right Honourable Christopher Francis PATTEN, attended the sitting to make a statement on the fire tragedy that occurred in Garley Building in Kowloon on 20 November 1996 and to enable Members to put questions to him on the fire as well as on the following two topics notified earlier:

Governor's visit to Europe; and
1. Reports to the United Nations on human rights issues.

Nine Members asked questions on the fire in Garley Building and on two other topics, and the Governor replied.

In accordance with Standing Orders, the President adjourned the Council until Wednesday, 27 November 1996.

Adjourned accordingly at twenty-four minutes to four o'clock.
