Members are invited to recommend to Finance Committee the following changes to the directorate structure of the Electrical and Mechanical Services Trading Fund -
- redeployment of the following permanent posts -

PROBLEM
We need to reorganise the directorate structure of the Electrical and Mechanical Services Trading Fund (EMSTF) in order to improve and strengthen further the provision of services to customers.
PROPOSAL
2.To rationalise the directorate structure and distribution of responsibilities in the General Services Branch (GSB), the Dedicated Services Branch (DSB) and the Divisions under them, the Director of Electrical and Mechanical Services (DEMS), General Manager of the EMSTF, with the support of Secretary for Works, proposes to implement the following changes with effect from 1 October 1997 -
- redeploy five directorate posts of two Government Electrical and Mechanical Engineer (GEME)(D2), one Chief Electrical and Mechanical Engineer (CEME)(D1), one Chief Electronics Engineer (CEE)(D1) and one Chief Building Services Engineer (CBSE)(D1) to effect the necessary redistribution of responsibilities; and
- convert five directorate posts of two CEME(D1), two CEE(D1) and one CBSE(D1) to multi-disciplinary posts (to be filled by officers in the streams of CEME/CEE/CBSE) to enhance flexibility in the deployment of manpower resources.
JUSTIFICATION
3.To improve the EMSTF further on all fronts, DEMS has recently completed a review of the operation and organisation of the trading fund. The findings of the review indicate the need for a further reorganisation of the EMSTF structure, for regionalisation of some of its operations and for the establishment of multi-discipline teams. These tally with the views of the management consultants engaged by the Efficiency Unit to assist in a high level business review of the EMSTF. The consultants considered regionalisation to be the most important initiative for management to pursue in the next six months to ensure the success of the EMSTF.
Need for Regionalisation of Operations and Multi-disciplinary Teams
4.To follow up on the findings of the review, DEMS intends to set up new regional offices at convenient locations in the territory to facilitate prompt provision of services to customers. A regional office is a self-contained out-station workshop, normally situated within the premises of a major client, which will provide a full range of routine repairs and maintenance services to its host and other clients in the vicinity. It will also act as EMSTF ' s single-contact point for other services requested by these clients.
5.Most of these regional offices will be accommodated in existing premises. To facilitate the management of the Divisions under GSB and DSB and to enhance flexibility in the deployment of manpower resources, the chief professional (D1) posts heading these Divisions will be converted to multi-disciplinary posts, and multi-disciplinary teams comprising officers of different disciplines, streams and trades will be established.
6.This will be an improvement over the existing functional structure whereby clients would have to approach different divisions for electronics, electrical and mechanical or building services work. The proposed restructuring and establishment of multi-discipline teams would enable the EMSTF to provide better customer-focused services, to streamline operations, to improve efficiency and to enhance the flexibility in the deployment of human resources. Successful implementation of the proposals would ensure the services provided are more cost-effective and to the full satisfaction of customers.
Restructuring of Organisational Set-up
7.DEMS also intends to reschedule some of the operations involving the Municipal Sector Division (MunSD) and the Health Sector Division (HSD). He proposes to restructure the organisational set-up as follows -
- retitle the GSB and the DSB as Engineering Services Branch 1 (ESB1) and Engineering Services Branch 2 (ESB2) respectively;
- establish a new Transport, Security and Central Services Division (TSCSD) by transferring part of the responsibilities from the existing Electronics Division (ED), Building Services Division (BSD), Electrical and Mechanical Division (EMD) and MunSD;
- establish a new Project Division (PD) by transferring part of the responsibilities from the existing EMD and ED;
- establish a new General Engineering Services Division (GESD) by transferring part of the responsibilities from the existing BSD and EMD; and
- dissolve the existing EMD, ED and BSD after redeploying all the posts to the above three new divisions.
8.DEMS considers that the Vehicle Division (VD), the Finance Division and the Business Development Branch should remain intact at this stage. The existing and the proposed organisation charts of the EMSTF are at Enclosures 1 and 2. Details of the proposed reorganisation and redeployment of posts are outlined in paragraphs 9 to 14 below.
Engineering Services Branch 1 (ESB1)
9.We shall rename the GSB as ESB1, which will look after three Divisions, viz, existing VD and the two new Divisions mentioned in paragraphs 11 and 12 below. The existing GEME (D2) (General Services Manager) post will be redesignated as Engineering Branch Manager (1) (EBM(1)). The existing and revised job descriptions for this directorate post are at Enclosures 3(a) and 3(b) respectively.
Engineering Services Branch 2 (ESB 2)
10.We shall rename the DSB as ESB2, which will look after three Divisions, namely MunSD, HSD and the new Division mentioned in paragraph 13 below. The existing GEME (D2) (Dedicated Services Manager) post will be redesignated as Engineering Branch Manager (2) (EBM(2)). The existing and revised job descriptions for this directorate post are at Enclosures 4(a) and 4(b) respectively.
Transport, Security and Central Services Division (TSCSD)
11.This new Division, comprising 870 posts, will look after all the disciplined services departments, the Transport Department and the Highways Department. It will take over responsibilities for the maintenance and operation of electronics equipment and systems from ED and building services installations from BSD, the maintenance and workshop services for electrical, mechanical and air-conditioning installations from EMD and MunSD, and the tunnel monitoring work and its related activities at the Tsing Ma Control Area currently carried out by MunSD and ED. With the proposed amalgamation of services, the TSCSD will be able to provide a comprehensive range of electrical, mechanical, air-conditioning, building services and electronics services to the security and transport groups of departments, thereby improving efficiency in services and responsiveness to customers' requests. We shall redesignate the existing post of CEME (D1) (Electrical & Mechanical Manager) as a multi-disciplinary post (which may be filled by an officer in the streams of CEME/CEE/CBSE) to head the new Division. The proposed job description for this directorate post is at Enclosure 5.
Project Division (PD)
12.This new Division, comprising 75 posts, will take over the project design groups of the existing EMD and ED and specialise in project design. It will undertake a wide range of electrical, mechanical, air-conditioning and electronics projects including electricity supply systems, baggage and parcel handling systems, boiler plants, laundry equipment, air-conditioning and refrigeration systems in special plants, etc. The work will involve the preparation of technical specifications, tender evaluation and recommendations, system design, procurement and installation of equipment and systems. DEMS considers it desirable to centralise such activities under PD so that expert knowledge and sophisticated equipment could be promptly applied when required to new projects in a more efficient manner. The centralisation would also increase productivity. We shall redesignate the existing post of Chief Electronics Engineer (D1) (Electronics Manager) post as a multi-disciplinary post (which may be filled by an officer in the streams of CEME/CEE/CBSE) to head the new Division. The proposed job description for this post is at Enclosure 6.
General Engineering Services Division (GESD)
13.This new Division, comprising 717 posts, will provide visiting services to all departments with the exception of the major and specific customers looked after by the new TSCSD and also by the existing HSD and MunSD. GESD will provide better customer-focused services in the installation and maintenance of electrical, mechanical, air-conditioning, building services and electronics equipment and systems. In addition, it will also manage the centralised maintenance contract for building works and co-ordinate with the Architectural Services Department on all policy matters concerning building services work and staff matters in respect of the building services discipline. We shall redesignate the existing post of Chief Building Services Engineer (D1) (Building Services Manager) as a multi-disciplinary post (which may be filled by an officer in the streams of CEME/CEE/CBSE) to head the new Division. The proposed job description for this post is at Enclosure 7.
Municipal Sector Division (MunSD)
Health Sector Division (HSD)
14.Apart from the transfer of some minor responsibilities to TSCSD and GESD as mentioned in paragraphs 11 and 13 above, the MunSD (with 1 404 posts) will continue to provide operation, maintenance and procurement services mainly for all Provisional Urban Council and Provisional Regional Council facilities. The HSD (with 1 172 posts) will continue to provide customer-focused operation, maintenance and procurement services to the Hospital Authority (HA) and other health-related organisations. We shall redesignate the existing posts of CEME (D1) (Municipal Sector Manager) and CEE (D1) (Health Sector Manager) as multi-disciplinary posts (which may be filled by officers in the streams of CEME/CEE/CBSE). The existing and revised job descriptions for these directorate posts are at Enclosures 8(a), 8(b), 9(a) and 9(b), respectively.
Further Reviews
15.To rationalise services further and to achieve greater improvements in co-ordination of work within the EMSTF set-up in meeting customers' demands, we will continue to examine the need to transfer and regroup services and activities among various divisions in the light of experience. However, further reshuffling of duties is expected to be minor in nature and should have little impact on the overall responsibilities of the division heads (D1) and the branch heads (D2) concerned.
FINANCIAL IMPLICATIONS
16.The proposed changes will have no financial implications.
BACKGROUND INFORMATION
17.On 26 June 1996, the Legislative Council passed a resolution under the Trading Funds Ordinance to establish the EMSTF. Under trading fund arrangements, staff working in EMSTF remain civil servants. However, EMSTF, being a separate financial and accounting entity, is required to meet all its expenditure from the revenue of the Trading Fund, including the full staff cost of civil servants engaged.
18.On 19 July 1996, Finance Committee approved the reorganisation of EMSD to effectively manage the EMSTF and other activities of the department. The reorganisation took effect on 1 August 1996.
19.Since the establishment of the EMSTF on 1 August 1996, DEMS has undertaken a number of new initiatives to strengthen the provision of services to customers and to foster a better customer relationship. These include development of financial information systems to facilitate assessment of the cost-effectiveness of the EMSTF and compilation of performance indicators to measure the trading fund 's operational performance. He is also looking at price benchmarking to examine EMSTF's competitiveness with the private sector in the provision of similar services, reviewing and improving business and operational procedures as a continuing process, and introducing new cultures and values apt for the operation to staff. Moreover, EMSTF staff hold regular liaison meetings with customers and conduct Customers' Satisfaction Surveys with major clients such as the Regional Council, the Urban Council and HA to collect feedback such as the co-ordination of service provision within the trading fund, responsiveness to and understanding of customers' demands, recognition of customers' priorities and charges for EMSTF services. The main purposes are to provide quality and cost-effective services to customers in a prompt and efficient manner, to meet customers ' demands, to secure and sustain business with customers and to ensure the financial viability of the EMSTF, especially after the three-year "tied " period when customers would be free to choose their service providers by phases.

20.Civil Service Bureau supports the redeployment and conversion of the proposed posts, having regard to the scope and level of responsibilities and professional input required.

21.As the proposed redeployment and conversion will not entail material changes to the span of control and level of responsibilities of the proposed posts, their implementation, if approved, will be reported to the Standing Committee on Directorate Salaries and Conditions of Service in accordance with the agreed procedure.

- liaising with Management Services Division for the improvement of existing operations, and providing leadership to the Work Improvement Teams, Business Process Improvement, and quality management in relation to ISO 9002 certification in the Division; and
- motivating and managing staff and contributing to the organisation development, manpower planning and development of the health sector business.
