Subhead 001 Salaries
Members are invited to recommend to Finance Committee the creation of a Chief Architect (D1) post in the Architectural Branch of the Architectural Services Department on a supernumerary basis for six years with effect from 1 April 1998.
INTRODUCTION
At the Establishment Subcommittee meeting on 6 February 1998, Members considered EC(97-98)56 at the Enclosure which proposed the creation of a permanent post of Chief Architect (D1) in the Architectural Branch of Architectural Services Department to oversee the School Improvement Programme (SIP). Given the SIP is scheduled for completion in 2004, Members questioned the need for a permanent post and suggested that a supernumerary post should suffice. The Administration withdrew the paper with a view to reconsidering the nature of the post to be created.
2. This note sets out the Administration's views after careful consideration of Members' concern.

3. As there will be a need for the continued maintenance and improvement of the schools after the completion of the SIP and other school
building works anticipated, we have originally considered it more appropriate to create a permanent post. However, having taken into account Members' comments at the meeting on 6 February 1998, we now propose creation of the post on a supernumerary basis until the completion of the SIP. We will consider the case for a permanent post to deal with other school building and improvement works as and when the need arises and resources permit.
4 In view of the above, we resubmit for Members' consideration EC(97-98)56 on the basis that the original proposal for a permanent post be amended to a supernumerary post for six years until 31 March 2004.
