221ES | - | Secondary school in public housing estate, phase 1, Aldrich Bay reclamation |
Members are invited to recommend to Finance Committee the upgrading of 221ES to Category A at an estimated cost of $92.0 million in money-of-the-day prices for the construction of a secondary school in the public housing estate in Aldrich Bay reclamation.
PROBLEM
The Director of Education (D of E) forecasts that there will be a shortfall of 177 secondary school classes in the territory by 2000.
PROPOSAL
2. The Director of Architectural Services (D Arch S), with the support of the Secretary for Education and Manpower, proposes to upgrade 221ES to Category A at an estimated cost of $92.0 million in money-of-the-day (MOD) prices.
PROJECT SCOPE AND NATURE
3. The proposed secondary school is a standard design school building. The school will have -
- 30 classrooms;
- 15 special rooms;
- three remedial teaching rooms;
- a guidance activity/interview room;
- two interview rooms;
- five staff rooms and a staff common room;
- a student activity centre;
- a library;
- an assembly hall; and
- ancillary accommodation including a lift and relevant facilities for the handicapped.
JUSTIFICATION
4. D of E forecasts that there will be a shortfall of 177 secondary school classes in the territory by 2000. In order to reduce the projected shortfall of secondary school classes as well as to phase out floating classes in Secondary 1 to 5 by 2000 in accordance with Government policy, we propose to construct a secondary school on the Aldrich Bay reclamation. We are planning to construct more schools in the territory to meet the remaining shortfall.
FINANCIAL IMPLICATIONS
5. We estimate the capital cost of 221ES to be $92.0 million in MOD prices (see paragraph 7 below) , made up as follows -

The construction floor area (CFA) of this project is 9 825 square metres. The construction unit cost, excluding "Housing Authority on-cost" but including "Contingencies", is $7,135 per square metre at December 1996 prices.

8. We have derived the MOD estimates on the basis of the Government's forecast of trend labour and construction prices for the period 1997 to 2003. In order to tie in with the public housing development programme in the Aldrich Bay reclamation, we will entrust the construction of the proposed school to the Housing Authority which will incorporate the piling contract and building contract for the school into the respect housing estate development contracts. The building contract will be on a lump-sum basis with provision for price fluctuation because the contract period is over 21 months.
9. We estimate the additional annually recurrent expenditure for the school to be $33.8 million. As the new school will be operated as an aided school, the individual sponsoring body will bear the cost of furniture and equipment, estimated at $8.8 million for the school.
PUBLIC CONSULTATION
10. We consulted the Eastern Provisional District Board on 221ES in December 1997. Members supported the project.
ENVIRONMENTAL IMPLICATIONS
11. The consultants engaged by the Director of Housing (D of H) completed a Preliminary Environmental Review (PER) on 221ES in January 1997. The Director of Environmental Protection vetted the PER and concluded that no Environmental Impact Assessment was necessary. The PER concluded that with the provision of the following environmental mitigation measures, the impact of road traffic noise on the proposed school would be reduced to within the criteria stipulated in the Hong Kong Planning Standards and Guidelines -
- provision of openable Type I well-gasketted windows 1 and air-conditioning to all rooms (other than Chemistry Laboratory and Home Economics Room in (b) below) of the special room block;
- provision of openable Type I well-gasketted windows and air-conditioning with interlocking air-extraction system to the Chemistry Laboratory and Home Economics Room of the special room block; and
- provision of openable Type I well-gasketted windows and air-conditioning to the corridor side of all classrooms from 3/F to 7/F of the western facade of the classroom block.
We have included $2.4 million in the project estimate to implement the above mitigation measures.
12. We will control noise, dust and site run-off nuisances during construction to comply with the established standards and guidelines through the implementation of appropriate mitigation measures in the relevant contracts.
LAND ACQUISITION
13. The project does not require land acquisition.
BACKGROUND INFORMATION
14. We upgraded 221ES to Category B in December 1997. We have completed site investigations for the project. We are finalising the working drawings and tender documents using in-house staff resources. D of H plans to start the construction works for the project in February 1998 for completion in August 2000 to tie in with the overall housing development of the Aldrich Bay reclamation.

*Assumptions for standard cost
1. No site formation work/geotechnical work is required as it is normally carried out by other government departments under a separate engineering vote before the handing-over of the project site.
2. Piling cost is based on 138 nos. of steel H-piles of an average depth of 30 metres.
3. Provisions for the site safety of 2% of the estimated contract sum (which does not attract contingencies) is included in the building cost.
4. Cost for drainage and external works is for a standard school site area of 6 950 square metres built on a flat site. No diversion of existing utilities or noise mitigation measures are required.
5. No consultancy services are required.
6. Furniture and equipment cost is excluded as it will be borne by the sponsoring body.
Notes
- The building cost is higher because of the provision of openable Type I well-gasketted windows as a noise mitigation measure.
- The building services cost is higher because of the provision of air-conditioning and interlocking air-extraction system as noise mitigation measures.
- The drainage and external works cost is estimated to be higher because the Housing Authority will charge the costs of providing such works on the school site as a portion of the costs of providing similar works for the entire estate, on a pro-rata basis.
- There is a standard arrangement to reserve 2% on-cost for projects entrusted to the Housing Authority.
