Minutes of meeting held on Tuesday, 22 July 1997, at 5:30 pm in the Chamber of the Legislative Council Building

I.Election of Chairman and Deputy Chairman
(Appendix I to PLC Paper No. CB(1)62 - List of government advisory bodies relevant to the Panel)
Hon Mrs Miriam LAU Kin-yee was elected as the presiding member for the meeting for election of Chairman of the Panel. Members were reminded that in accordance with Rules of Procedure 77(6), members who were chairmen or deputy chairmen of government advisory bodies relevant to the Panel on Environmental Affairs would not be eligible to stand for election.
2.Hon Mrs Miriam LAU Kin-yee invited nominations for the Chairman. Dr Hon Mrs TSO WONG Man-yin was nominated by Dr Hon Raymond HO Chung-tai and seconded by Hon YEUNG Yiu-chung. Dr Hon Mrs TSO WONG Man-yin accepted the nomination.
3.There being no other nomination, Dr Hon Mrs TSO WONG Man-yin was declared as Chairman of the Panel.
4.Dr Hon Mrs TSO WONG Man-yin took over the chair of the meeting.
5.Dr Hon Mrs TSO WONG Man-yin invited nominations for the Deputy Chairman. Hon LAU Kong-wah was nominated by Dr Hon LEONG Che-hung and seconded by Hon CHAN Wing-chan. Hon LAU Kong-wah accepted the nomination.
6.There being no other nomination, Hon LAU Kong-wah was declared as Deputy Chairman of the Panel.
II.Schedule of meetings of the session
7.Members agreed that future meetings of the Panel would be held on the third Friday of each month at 8:30 am and the meetings in August and October would be held on 22 August 1997 and 24 October 1997 respectively. Members noted that meeting dates for January 1998 and onwards would be decided nearer the time.
8.Members agreed to hold a special meeting on 1 August 1997 to discuss the subject of sewage leaks. They were concerned about the lack of co-ordination between the Drainage Services Department and the Environmental Protection Department in the issuance of warning to the public on the state of contamination of beaches and the surrounding waters.
9.Members agreed to discuss the following items at the meeting on 22 August 1997 -
- follow-up on discussions on sewage leaks;
- Draft Waste Reduction Plan for Hong Kong; and
- Centralized Incineration Facility.
10.Members agreed to include the following items for discussion at subsequent meetings of the Panel -
- the pilot scheme for liquefied petroleum gas taxis (to be discussed in September/October 1997); and
- air pollution caused by construction dust, vehicle emissions, etc.
11.The Chairman informed that a special joint meeting of the Housing and Planning, Lands and Works Panels to discuss the subject of land supply for the next five years would be held on 24 July 1997 at 10:45 am and members of the Panel on Environmental Affairs were invited to attend.
12.There being no other business, the meeting ended at 6:00 pm.
