Hong Kong Sports Development Board (Amendment) Bill 1999
Objects of the Bill
To amend the Hong Kong Sports Development Board Ordinance (Cap. 1149)-
- to change the name of the "Amateur Sports Federation and Olympic Committee of Hong Kong" to the "Sports Federation & Olympic Committee of Hong Kong, China"; and
- to expand the membership of the Hong Kong Sports Development Board ("the Board") by adding-
- one more representative from the Sports Federation & Olympic Committee of Hong Kong, China; and
- 6 other members.

Comments
4. The existing Board consists of-
- a Chairman, not being a public officer, who shall be appointed by the Chief Executive for a term not exceeding 3 years;
- a Vice Chairman, not being a public officer, who shall be appointed by the Chief Executive for a term not exceeding 3 years;
- the Chairman of the Provisional Urban Council or his representative;
- the Chairman of the Provisional Regional Council or his representative;
- the President of the Amateur Sports Federation and Olympic Committee of Hong Kong or his representative;
- not more than 7 other members not being public officers, each of whom shall be appointed by the Chief Executive for a term not exceeding 3 years, and one of whom shall be appointed by the Chief Executive as the Chairman of the Management Committee;
- one other member being a public officer, who shall be appointed by the Chief Executive and hold office at the pleasure of the Chief Executive.
5. The Bill proposes to-
- change the name of the "Amateur Sports Federation and Olympic Committee of Hong Kong" to the "Sports Federation & Olympic Committee of Hong Kong, China";
- expand the membership of the Board by-
- adding one more representative from the Sports Federation & Olympic Committee of Hong Kong, China; and
- increasing the other members from 7 to 13 and no more than 3 of whom shall be public officers; and
- repeal the reference in paragraph 4(g).
6. The Bill further proposes to increase the quorum of the Board from 5 to 7.
7. The proposed deletion of the membership of chairmen of the 2 provisional municipal councils from the Board has been included in the Provision of Municipal Services (Reorganisation) Bill.
Public Consultation
8. Paragraph 10 of the LegCo Brief states that the legislative amendments are based on a Consultant's Report which was published for public information in March 1999. The sports community generally accepted the proposed expanded membership for the Board.
Consultation with the LegCo Panel
9. The LegCo Panel on Home Affairs was briefed about the Consultant's Report containing the proposals at its meeting on 29 March 1999.
Conclusion
10. Subject to members' view on policy, the legal and drafting aspects of the Bill are in order.
