Members' Motion
Motion of Thanks
Dr Hon LEONG Che-hung moved the following motion and addressed the Council:
That this Council thanks the Chief Executive for his address.
Question on the motion proposed. The President stated that Hon Martin LEE would move an amendment to the motion. In accordance with the Rules of Procedure, the motion and the amendment would be debated together in a joint debate.
Hon Martin LEE moved the following amendment to Dr Hon LEONG Che-hung's motion and addressed the Council:
To add ", but since the Policy Address takes no heed of people's livelihood, lacks specific measures to stimulate the economy and solve the unemployment problem, and does not have any proposals to promote democratization, this Council is very resentful and expresses deep regret" after "That this Council thanks the Chief Executive for his address".
Question on Hon Martin LEE's amendment to Dr Hon LEONG Che-hung's motion proposed.
26 Members spoke on the motion and the amendment.
The President suspended the meeting at 8:09 pm.

The Council resumed on 21 October 1999 and continued to debate the Motion of Thanks moved by Dr Hon LEONG Che-hung and the amendment moved to the motion by Hon Martin LEE.
30 Members spoke on the motion and the amendment.
Dr Hon LEONG Che-hung moved that the debate be adjourned and to resume on 27 October 1999.
Question on the motion proposed, put and agreed to.
Next Meeting
The President declared that the next meeting of the Council would be held on 27 October 1999 at 2:30 pm.
