Clerk to the Legislative Council

The principal adviser on procedural matters of the Legislative Council. The Clerk to the Legislative Council means the Secretary General of the Legislative Council Secretariat, and includes the Deputy Secretary General and any Assistant Secretary General of the Secretariat.

Committee of the whole Council

If the motion for the Second Reading is agreed to, the Legislative Council becomes a committee of the whole Council which discusses whether it supports the amendments proposed to the bill, and whether the clauses should stand part of the bill. When the proceedings upon the bill have been concluded in the committee of the whole Council, the Legislative Council resumes.

Debate

A formal discussion on a bill or motion in which different views are expressed according to specific rules.

First Reading

It is the formal introduction of a bill into the Legislative Council, for which the title of the bill is read for the first time.

LegCo Journal

The Official Record of Proceedings of the Legislative Council (known as “Official Record” in the Rules of Procedure and as “Journal” in the Legislative Council (Powers and Privileges) Ordinance (Cap. 382)) is a verbatim record of the proceedings of the Legislative Council (“LegCo”), which gives a truthful report of the speeches made by all speakers on the agenda items at LegCo meetings.

In a term of office of the Legislative Council, there are normally four legislative sessions.

A proposal submitted to the Legislative Council for its decision.

Rules of Procedure of the Legislative Council

A set of written rules which governs how the Legislature conducts its day-to-day business and sets out the standards of conduct and behaviour expected of a Member.

Subsidiary legislation

Subsidiary legislation means any proclamation, rule, regulation, order, resolution, notice, rule of court, bylaw or other instrument made under or by virtue of any Ordinance and having legislative effect.
