香港学生的数码隔阂
新加坡促进学生数码参与的措施
(a) | 提供全面的数码科技支援网:新加坡政府提供较全面的支援网,确保低收入家庭的学生有充分的机会使用资讯科技装置。根据新生电脑计划(NEU PC Plus Programme)29注释符号代表新生电脑计划最早于2006年推出,旨在资助25岁或以下全职学生,受助学生须居住于(a)每月入息总额3,400新加坡元(18,979港元)或以下的家庭,或(b)住戶人均入息900新加坡元(5,024港元)或以下的家庭。领取全额资助的学生一般须提供3至12小时的社会服务。请参阅Infocomm Media Development Authority (2020b)。,25岁或以下的清贫学生可申请电脑及宽频接驳资助,实践在家学习。新生电脑计划以家庭为申请单位,并按家庭入息水平提供3个级别的资助,设有50%、75%或100%的资助比率。30注释符号代表一般来说,育有两名或以下在学子女的家庭只能获资助配备一部电脑。 反映上述措施的成效,在2019年,新加坡育有在学子女的家庭近乎全部均可在家上网。31注释符号代表上述情况较2006年有所改善,当时约14%育有在学子女的住戶并无拥有可上网的个人电脑装置。请参阅World Bank (2008)及Infocomm Media Development Authority (2019)。
因应疫情爆发,新加坡政府亦已加强对清贫学生使用数码科技的支援。具体而言,当局为他们提供更多选择,决定所需的资讯科技工具:一是让未能连接光纤网络的家庭选择流动宽频上网32注释符号代表流动宽频选项可提供无限数据使用量,当每日用量超过1GB时,数据连接速度会受到限制。请参阅Infocomm Media Development Authority (2020b)。;二是有3名或以上在学子女的家庭可要求获发第二部电脑; |
(b) | 分阶段向学生配备个人学习装置:除了提供电脑及宽频接驳外,新加坡政府亦视拥有个人学习装置为电子学习的先决条件之一。教育部因应疫情已预留7,500万新加坡元(4亿1,900万港元),在2021年前为所有中一学生配备学校指定的平板电脑或笔记簿电脑。33注释符号代表该计划将分阶段推行,最终目标是让所有中学生拥有自己的个人学习装置。有关装置亦装设管理软件,使学生只能阅览与学习有关的內容。 清贫学生亦获额外资助,让他们可以无需自付任何费用使用相关学习装置;

(c) | 开发及协调电子学习平台:除了提供所需的硬件外,新加坡政府亦协调中小学的电子学习工作。新加坡学生学习平台(Singapore Student Learning Space)是由教育部开发的网上学习工具,根据学校课程提供各类互动学习资源。学生可透过个人学习装置连接学习平台,在课室和家中进行电子学习。教师亦可利用该平台进行小组教学,向个别学生提供支援,或联系其他课室及学校。34注释符号代表请参阅Ministry of Education (2020e)。 为加强电子学习的弹性,学习平台亦容许学校按自身需要,配置额外的学习工具或资源。35注释符号代表请参阅Ministry of Education (2020b)。 自2018年起,新加坡所有中小学经已采用上述的互动电子学习平台;及

(d) | 支援家长在数码时代参与子女学习:随著数码科技及电子学习渐趋普及,新加坡政府亦支援家长透过数码平台加深对子女学习的参与。例如,教育部为加强家校合作,推出"家长通道"(Parents Gateway)流动应用程式。家长可以透过该应用程式查阅学校公告,及了解子女在学校的最新活动情况。与此同时,由政府委任的媒体通识理事会(Media Literacy Council)36注释符号代表媒体通识理事会于2012年成立,旨在推广负责任的数码公民参与。理事会由21名来自不同行业和界别的人士组成,理事由新加坡政府委任。 亦举办各项活动及提供网上资源,支援家长在数码时代参与子女学习。 |
